Dover becomes first Delaware city to pause data center applications

Dover City Council voted unanimously October 13 to impose an 18-month moratorium on applications for data centers that use more than 30 megawatts, which the council compared to about 24,000 homes of electricity. Supporters said the pause lets staff study power, water and rate effects; the ordinance's sponsor said it is exploratory and not a permanent no.
